Development Cooperation |
| Introduction |
KOICA
aims to promote international
cooperation by contributing
to the economic and social
development of developing
countries through grants
aid and technical cooperation.
To achieve this aim, KOICA
conducts technical training
programs, and dispatches
experts and volunteers as
well as medical doctors
and Taekwondo instructors.
It also provides equipment
and materials and executes
project-type assistance
and development studies.
KOICA also assists Non-governmental
Organizations (NGOs) so
they can expand their grass-roots
development activities overseas. |

Focus
on Development Cooperation
In the past, cooperation
programs were executed following
donor nations' initiatives.
Further to the promotion
of trade and industrial
investment, the provision
of basic human needs(BHN),
and human resources development(HRD),
recent emphasis has been
placed on environmentally
sound and sustainable development,
strengthening partnership,
and improving local ownership.
Global issues such as environmental
degradation, poverty alleviation,
women in development(WID),
and population are now major
concerns in development
cooperation.
KOICA's limited managerial
and financial capability
forces it to maximize available
resources by focusing on
a few key areas of comparative
advantage and strength by
which Korea made one of
the remarkable success stories
of economic development.
Therefore, Korea's unique
development experiences
over the past few decades
are the most valuable assets
of KOICA's programs for
development cooperation.
In view of such perspectives,
KOICA's cooperation programs
focus on several strategic
areas of priority as follows:
(1) to promote human resources
development(HRD);
(2) to eradicate poverty
and provide basic human
needs(BHN);
(3) to promote market economy
and free trade ;
(4) to build the capacity
of policy development and
administration of recipients;
(5) to contribute to addressing
such global issues as environmental
degradation, population
and women in development(WID).
The geographical focus of
KOICA's programs is placed
on the neighbouring countries
in the Asia-Pacific region.
Around fifty per- cent of
the budget is allocated
to countries in that region.
This year's ten top-priority
countries are China, Vietnam,
Indonesia, Sri Lanka, Kazakhstan,
Peru, South Africa, Mongolia,
Uzbekistan, and the Philippines. |

| Programming
Process of Grant Aid and
Technical Cooperation
The Ministry of Foreign
Affairs and Trade (MOFAT)
projects the policy and
programming guidelines of
grant aid and technical
cooperation. Then the Ministry
delegates to KOICA the authority
to establish an annual plan
of grant aid and technical
cooperation and its implementation.
Pursuant to the policy guidelines
of MOFAT, KOICA formulates
specific cooperation programs
and executes them or appoints
specialists to conduct the
programs. The Ministry supervises
KOICA's activities and coordinates
with relevant government
ministries.
KOICA's specific programs
are designed on a request
basis. Aid requests are
made to the Ministry by
developing countries or
international organizations
through diplomatic channels.
Based on the request from
the recipients, KOICA identifies
and prepares prospective
projects or programs in
consultation with the Ministry
and the recipient within
the availability of financial
resources appropriated annually.
